Large predators do tend to inspire stories about people turning into them, don't they? I'm not familiar with any Russian weretiger stories, but then, the Russian stories and folklore you mostly encounter is Slavic in origin, from the European parts of Russia, so that's not saying much. That said, if I remember correctly, Siberia had shamanistic cultures, so stories of shapeshifting or strangely clever tigers doesn't seem unlikely.
