They were treated differently. Western culture has been pretty steady at not treating people like complete adults until they were in their mid-20s for a very long time.

I think many people agree that 19 is too young to marry or have kids, say, but I can't think of anyone who would say 19-year olds are bratty teens who don't help around the house.
