It's very red.

"Never before published" - I don't get it. Obviously it's never before published; it's a brand new book. Is there some reason I don't understand for slapping that on the cover?

I see it from time to time, generally on paperback originals that are parts of series that have been published in hardcover.

Ah, okay. I was kind of imagining you might use it for some "lost work," discovered after the author's death, or something like that.

Nora Roberts does that because her stuff gets reprinted from like, the seventies and whatnot, so brand spanking new gets a NR tag on the spine and a Never Before Published up at the tippytop.
