About the only time that Anita would be a public danger with her lycanthropy was when she was cutting herself to raise zombies back in CS, but then she went back to using chickens or whatever else is on hand. She used Micah's blood to raise a zombie in front of a court, with an FBI agent that knew Micah was a lycanthrope, and nobody raised any objections. Also, Anita's used Graham's blood to help raise the dead in front of a client. Not to mention, in Flirt, she used werelion blood. And while she doesn't always succeed, she tries to use the lycanthrope hospital instead of the human one. If she had human sexual partners, she'd probably have to disclose to them that she's infectious, specially given her propensity to bite and scratch.

But as alex_lebeau says, LKH originally modelled lycanthropy on HIV. It's...no longer treated as such. From what I know of Bullet, lycanthropy now gives you element-bending skills if you're a tiger and Anita has a metaphysical zoo living inside her brain.
